PUNJAB 2009 : A YEAR OF UNPRECEDENTED DEVELOPMENMT


Chandigarh One Central University and another World University, two Greenfield Airports, Punjab's first ever IIT, and Indian School of Business, an unprecedented recruitment of over 29,000 school teachers in a single year, putting the Bathinda Oil Refinery back on track, pushing four new Power Plants towards completion and taking up of a comprehensive revamp of the canal irrigation network in Punjab-these are only some of the landmark achievements of SAD-BJP government during the year ending today।


Meanwhile, the Punjab Chief Minister Mr. Parkash Singh Badal declared here today that his government would make 2010 a "Year of Governance Reforms". " Administrative reforms are long overdue to steer the state out of the legacy of the colonial mindset and make government machinery fully accountable and responsive to the needs of the common man," said Mr. Badal.


" Never in the history of post-Independence, Punjab has the state seen such path-breaking and ambitious development activity as during this year. Things which many could not even dream of have been put on the ground. Projects over Rs. 2 lakh crore are already at various stages of completion, many of these on or even before schedule, like Oil Refinery at Bathinda. Critical areas which were lying " in a state of neglect", like Canal rejuvenation, fighting water, soil and air pollution and international aviation have been put firmly on the agenda Theses areas saw material progress during the year, " in a year end appraisal of the governments thrust on development.
"For the first time since Independence a concrete initiative has been taken for administrative reforms to make day-to-day governance more responsive, accountable and transparent. The reforms, an initiative of Deputy Chief Minister, Mr. Sukhbir Singh Badal would seek to eliminate the various grounds because of which people have to face harassment in Government offices. These include simple but critical task like the issuance or renewal of certificates for birth, death, marriage, driving and arms licenses, registration of property, availability of revenue records like "Fards", property sale and purchase documents etc. The offices of the revenue officials, like Patwari and Tehsildar as well as other points of public delivery like the offices of the Deputy Commissioners , S.D.Ms, D.T.Os etc. would be made totally people-friendly and accessible with automatic and in-built time frames for every work and grievance redress," said Mr. Badal..
People have to face harassment in government offices because of the existence of outdated law and cumbersome procedures even in simple things like getting ration cards, pensionary benefits and availing of other welfare schemes. This has to stop," said the Chief Minister.
Unfolding the year ender-2009 which had several spectacular achievements to the credit of SAD-BJP government, included an ambitious programme of Rs. 1388 crore for the cleaning of river Satluj (Rs.1076 crore), river Beas (Rs.222 crore) and Sirhind canal (Rs.90 crore) to provide clean water from river/canal system within next two years.

On the power front, the state government had embarked upon a massive programme to ensure reduction in demand of 1850 MW Power and better reliability of supply thereby saving nearly Rs. 8000 crore by the end of next fiscal 2010-11. The Scheme involved replacement of incandescent lamps with high quality CFL's at subsidized rate of Rs. 15 per lamp against the market price of Rs 85-90 in 48 lac households in the state at a cost of Rs. 1.92 crore under Bachat Lamp Yojna to be borne by the consumers. This scheme would result in net saving of 500 MW of power.
The total demand of the power in the state was 9786 MW against the total installed capacity 6841 MW with the short fall of 2379 MW which was being overcome by initiating four new thermal power plants in the state. In last two years additional capacity of 658 MW has been created in the state. The work on the 540 MW Goindwal Sahib and 1980 MW Talwandi Sabo Thermal Plant, has been in full swing. Machinery worth Rs 1000 Crore had ordered for Talwandi Sabo Thermal Plant and the order for the same had already been placed by the GVK group for Goindwal Sahib Plant. 1320 MW Rajpura Power plant had been awarded to the L&T group and the State government had been vigorously pursuing the case for sanction of coal link with Union Coal Ministry for 2640 MW Giddarbaha Thermal Project. In addition to it, the financial institutions had sanctioned 80% of loan for 168 MW Shahpur Kandi Project. This national project declared by GoI would be executed by the state Irrigation Department and completed within 4-5 years. The cost of the project was estimated at Rs.1628 crore.
In a bid to inject a major fillip into an economically resurgent Punjab's road infrastructure, the state government had planned to invest more than Rs 25,000 crore into a slew of projects aimed at improving the efficiency of road transport network. Under this ambitious programme the state government had chalked out infrastructure revamp in Punjab, covering over 13,000 kilometers and involving major four-laning, six-laning, widening and up-gradation of all key transport arteries in the state.
Among the more significant arteries, Six laning of Shambu border to Jalandhar (6-laning) and Amritsar–Attari Border, Kurali–Kiratpur Sahib, Ludhiana-Malerkotla, Kharar-Banur, Zirakpur–Patiala, Patiala–Bathinda, Kharar–Ludhiana, Ludhiana–Talwandi, Jalandhar–Dhilwan section, Amritsar–Pathankot, Morinda–Kurali–Siswan T.Junction, Siswan-T.Junction to Mullanpur Garibdass, Ropar–Phagwara (All 4-laning). The four-laning of projects alone would entail an expenditure of Rs. 5000 crore and cover a length of more than 800 kilometers in the state. In addition, the state has also undertaken works to upgrade 36 roads in the border districts, covering a length of 500 kilometers at an overall expenditure of Rs. 235 crore.
The SAD-BJP government successfully achieved another milestone in the field of Civil Aviation with the setting up of a Shaheed Bhagat Singh International Airport at Mohali and Rs. 17000 crore Greenfield Airport to be setup near Ludhiana. Likewise, the upgradation of Amritsar International Airport was being undertaken on war footing and expansion of Sahnewal domestic Airport was near completion. A domestic Civil terminal at Bathinda being setup besides New Flying Academies to be set up at Faridkot and Talwandi Sabo.
The Punjab government has implemented its New Industrial Policy (included agro and IT) to ensure level playing field to the prospective entrepreneurs and investors. Special Boards for promotion of trade and industry set up. Capital subsidy of Rs. 350 crore capital subsidy had been disbursed to industrialists. International Trade Centre for Export Promotion would soon come up at Attari border. Major concessions to the tune of Rs.300 crore had been given under VAT and Turnover Tax to State's trade and industry. One Time Settlement scheme for loanees of PSIDC, PFC and Punjab Agro introduced and Punjab SEZ Act notified to facilitate development of special economic zones. Rs. 18991 crore Guru Gobind Refinery Limited re-launched in collaboration with LN Mittal to develop India's major Petro Chemical Hub and was expected to start commercial production by March, 2011 before schedule.
On fiscal management, the Revenue Collection increased under VAT and CST from Rs. 5871 crore to Rs. 7043 crore in the year 2008-09. These collections are likely to touch nearly Rs. 8000 crore during the current fiscal showing revival of the State's economy. System of E-filling and E-payment had been introduced to facilitate traders.
As a major initiative to revamp the century old canal network in the state, the SAD-BJP Government has undertaken a massive Irrigation Infrastructure Development Programme at a cost of Rs. 3469 crore for rehabilitating/strengthening of main canal system/minors & distributaries, construction of minors/distributaries. A project for Canalization of Sakki/Kiran Nallah in Amritsar and Gurdaspur Districts at a cost of Rs. 118 crore had already been initiated by the Government besides another project of strengthening and embankment of river Ghaggar at a cost of Rs.138 crore to save the life and property of the people from the fury of floods.
To give a boost to the Medical education and Research the state government has laid special emphasis for the modernization and upgradation of infrastructure in this sector. A project for up-gradation of Amritsar Medical College with an outlay of Rs. 183 crore is under way and Rs. 68 crore would be spent on for the upgradation Baba Farid University of Health Sciences, Faridkot and its associated Guru Gobind Singh Medical College/Hospital. Ninety super specialty Doctors and 200 odd Medical officers had been recruited and in positioned. Super -Specialty Cancer Treatment Hospitals being setup at Bathinda and Mohali in collaboration with MAX Health Care Ltd. at Rs. 300 crore besides another Cancer Treatment Center at Guru Gobind Singh Medical College, Faridkot.
On the education front, the Punjab government had recruited approximately 29000 teachers in the schools and Rs.400 crore scheme for setting up Adarsh Schools to provide quality education to poor and meritorious children free of cost was being implemented successfully. Rs.141 crore had been spent for upgradation of infrastructure in 351 Government Senior Secondary and High Schools in every constituency of the State. Rs.634 crore had also been spent on the upgradation of infrastructure in elementary schools to provide safe drinking water and toilet facilities in 18969 schools. Punjab pioneered the EDUSAT in the country. New Indian Institute of Technology (IIT), Ropar has already started classes in the local government polytechnic college. Indian Institute of Information & Technology (IIIT) would be setup soon. World Class Indian School of Business (ISB) was setting up its second India campus at SAS Nagar (Mohali) as part of Knowledge City. Central University set up at Bathinda and World-Class University to come up at Amritsar. Rs. 104 crore to be spent on 13 new degree colleges in educationally backward areas Project for imparting security training to youth initiated in Police Recruitment & Training Center Jahankhelan (Hoshiarpur). Skill Development programme launched in collaboration with renowned L&T, Tata Motors and Bharti Walmart..
On the pro-poor initiatives, Punjab is probably the first state in the country to launch Atta-Dal Scheme to provide Wheat at Rs.4 per kg and Dal at Rs.20 per kg to approximately 13.5 lac families at a cost of Rs.400 per annum. The government has also enhanced the amount of Shagun Scheme from Rs.5100 to Rs.15000 given as a financial grant to Scheduled Castes/Christian girls at the time of their marriage.
Punjab has scripted a golden chapter in the History of state's development and prosperity with visionary approach coupled with sincerity and dedication. "Punjab which was relegated to 7th slot in terms of progress and performance amongst the state on all India basis would soon emerge as a front runner state with people's unstinted support and cooperation- it is not only our endeavour but a solid commitment which would be honoured at all costs" asserted Mr. Badal.

PUNJAB POLICE TO TRAIN GIRLS FOR SECURITY DUTIES

Chandigarh, 1० October: Encouraged by successful deployment of women by BSF on Indo-Pak Border, the Punjab Police has chalked out a special programme to train girls for employment in security agencies, police and para military forces.
According to an official spokesman of police department, Punjab DGP Mr. P.S. Gill has issued guidelines to provide equitable opportunities to women in the forces and provide them professional training to make them employable in various security related services including Police and Para-Military forces. The DGP felt that their was an increasing demand for women recruits amongst the security agencies for deploying them guards in various establishment including Malls, Airports, Hospitals and Private educational Institutions and these agencies were not finding enough trained employable women. The security agencies themselves were reluctant to provide on job training to the women and in the whole scenario women were the losers.
The spokesman said that DGP has asked Punjab Security Training Institute (PSTI) operating from the complex of Police Recruitment Training Centre, Jehan Khelan (Hoshiarpur) to immediately come out with a course for women candidates. The spokesman said that to provide proper infrastructure to women candidates, the newly built 120 bedded hostel has been kept reserved for the new girls' batch.
The spokesman said that PSTI since its inception in January 2008 has been able to ensure placement to 1565 trainees in various security related establishment. He said that thorough professional training provided by this Institute equips the candidate to face the challenges posed by new terror threats. He said that new infrastructure created at the cost of 10 crore including multimedia hall, Indoor training block, laboratories , hostel for boys and girls , out door training block, guest house, administrative block, strive to provide professional training to the trainees to enable them to face new challenge. On completion of second phase of institute, it would be in positioned to train 12000 youth every year, he added.

सच्चा सौदा सर्व-धर्म संगम




बरनावा, 7 सितंबर। सच्चा सौदा सर्व-धर्म संगम है। यहां सभी धर्मो का सांझा सत्संग होता है सभी धर्मो का आदर सत्कार किया जाता है। यहां बताया जाता है कि हम सब एक है। हमारा मालिक भी एक है। यही हमारा संदेश है। उक्त वचन पूजनीय संत गुरमीत राम रहीम सिंह जी इन्सां ने बरनावा आश्रम में मासिक रूहानी सत्संग में एकत्र लाखों की संख्या में श्रद्धालुओ को सम्बोधित करते हुए फरमाए। सत्सगं सुनने के लिए विभिन्न राज्यों से कई लाख श्रद्धालु आश्रम पहुंचे। सत्संग समाप्ति तक भी श्रद्धालुओं की मुख्य गेट पर बड़ी-बड़ी कतारे लगी थी। संत जीने सत्संग के भजन आजा रे वापिस प्रभु है पुकारे, भुल गया क्यों घर तु प्यारे की व्याख्या करते हुए फरमाया कि संत जीवो को सत्संग लगाकर समझाते है कि अब सुनहरा अवसर है तुझे मनुष्य जन्म मिला है। तू इसका लाभ उठा। तू उस प्रभु परमात्मा से बिछड़ी हुई एक नूरे किरण हे जो प्रकाश का स्तम्भ है। जो कण-कण जर्रे-जर्रे में समाया है। वह इंसान को बुलाने के लिए संत दुनिया में भेजता है। जीव को प्रभु से बिछड़े सदियां हो गई है। संत सत्संग लगाकर इंसान को इसका असली घर, असली उद्देश्य बताते हैं कि भाई तु प्रभु-परमात्मा को भुलकर क्यों गम-चिन्ता परेशानिया झेल रहा है। तु प्रभु-परमात्मा के नाम का सिमरन कर जिससे तु इस दुनिया में भी खुशी से जीवन व्यतीत करेगा और आवागमन के चक्कर से मुक्त होकर भगवान को प्राप्त कर सकेग। संत दुनिया में परमार्थ के लिए आते हैं न कि स्वार्थ के लिए। संतो को अगर कोई बुरा भी कहता है तो उसके लिए भी संत दुआ करते हैं श्राप नहीं देते। संत सत्संग में इंसान को अमृत-आबोहयात हरि रस का खजाना लुटाते हैं वह ऐसा टॉनिक है जिसे पाने से सब गम चिन्ता परेशानी खत्म हो जाती है। यह टॉनिक बाजार से नहीं मिलता। इसके सेवन से इंसान के अन्दर छुपी हुई गैबी शक्तियां जागृत हो जाती है। जो इंसान को सफलता की ओर ले जाता है। संत जी ने आगे फरमाया कि इंसान को बुरे कर्म छोड़कर कर्तव्य का पालन करते हुए परमार्थ के मार्ग पर चलना चाहिए। इंसान जैसे-जैसे बुराईयां छोड़ता है वैसे-वैसे प्रभु-परमात्मा की कृपा के काबिल वह बनता जाता है। संत सच बोलते है एंव सच पर चलने की प्रेरणा देते है। संत जी ने फरमाया कि अगर जीव सत्संग में आकर संतो के वचनो पर दृढ़ता से अमल करें तो आत्मा का बीमा हो जाता हे। जिसपर कोई पैसा नहीं लगता। संत जी ने कहा कि किसी भी धर्म में नहीं लिखा कि माँस खाना चाहिए। बल्कि ग्रंथो में तो यह लिखा है कि जीव को इससे परहेज करना चाहिए। इंसान आज अपने दु:खो से दुखी नहीं है बल्कि दुसरों के सुख को देखकर दुखी हे। इंसान को किसी को हंसता देखकर दुखी नहीं होना चाहिए। संत जी ने कहा कि यह काल का देश हैॅ। यहां सच्चाई पर चलने वालों, राम नाम जपने वालो पर अत्याचार किया जाता है। राम नाम रोकने की कोशिश की जाती है और बुरे कर्म करने वालो को प्रोत्साहित किया जाता है लेकिन राम-नाम न कभी रूका है एवं न ही रूकेगा। संत जी ने बताया कि जो तांत्रिक किसी जीव ही बलि चढ़ाता है वह हत्यारा है पापी है। उसे करनी का फल अवश्य भोगना पड़ता है। संत जी ने श्रद्धालुओं से सभी प्रकार के गन्दे नशो से दूर रहने की हिदायत दी एवं कन्या भु्रण हत्या को जघन्य अपराध बताते हुए इसे रोकने के लिए सभी से अपील की और चेतावनी दी कि अगर अभी समय रहते इसे न रोका गया तो इसके भयानक परिणाम इंसान के भुगतने होंगे। पूज्य संत जी ने दुध की समस्या एवं इसमें मिलावट पर रोक लगाने एवं पशुओं से माँसाहार के लिए किए जा रहे लगातार कटान पर चिन्ता व्यक्त करते हुए इसे रोकने के लिए श्रद्धालुओं को जागृत किया। गिरते जल स्तर को रोकने हेतु अधिक-से-अधिक वृक्ष लगाने एवं पानी का आवश्यकतानुसार प्रयोग करने की श्रद्धालुओं को हिदायत दी। पूज्य गुरू जी ने सत्संग के पश्चात 16,654 जिज्ञासू जीवों को भक्ति करने का तरीका नाम-शब्द बताया।सेवादारों द्वारा सत्संग में आये लाखों श्रद्धालुओं को मात्र आधे घण्टे में भोजन खिलाया गया। ट्रेफिक व्यवस्था में लगे सैकड़ो सेवादारों द्वारा वाहनों को ग्राउंड में पंक्ति लगवाकर खड़ा कराया एवं सड़क पर जाम से छुटकारा दिलाया।

Time to take stocks and accelerate projects: CM

“take stock and accelerate

projects”.
On the issue of education

system, Badal

said all government

schools in the state

would have

adequate staff, infrastructure

and basic facilities and

11,530 teachers appointed in three months.He said this would be in addition to 17,417 teachers

already recruited bringing total number of teachers to 28,947, a record.The Chief Minister further added that 69 primary schools had been opened spending Rs 4.14 crore. Also Rs 53 crore had been spent to upgrade 589 primary schools to middle level. Apart from this, Rs 27 crore and Rs 19 crore had been spent to build classrooms in 1068 primary schools and 764 middle schools.


Badal said all 18,408 schools would have toilets and drinking water in this year and 351 Senior Secondary Schools had been given better infrastructure and science facility. He also added that 20 Adarsh Schools were being set up to provide free education to poor and brilliant students in the first phase and the project was being monitored at his level.

On priorities of higher education, Badal said the classes had been started at Central University, Bathinda and it would have Bio-sciences, Environmental science and Technology, Comparative Literature and South Central Asian Studies courses by next month in the temporary building.

He stated that the Vice-Chancellor had been appointed and land been acquired for the university. Posts of the faculty members and other staff had been advertised.

On World Class University at Amritsar on 700 acres Badal said the Site Selection Committee headed by the Chairman, UGC, would visit Amritsar on September 26 to select site. The IIT classes at Ropar had been started in Polytechnic college there. Meanwhile, the government has transferred 501 acres to the IIT for the building.

He said 13 degree colleges would be set up by spending Rs 104 crore and 21 model schools in educationally backward blocks of the state.

मालिक का नाम जपना बहुत जरुरी-संत गुरमीत राम रहीम सिंह जी इन्सां




सिरसा 9 अगस्त। मालिक का नाम जपना बहुत जरुरी है। यह आत्मा अल्लाह-वाहेगुरु, मालिक के साथ फिर से मिल सकती है अगर उसकी भक्ति-इबादत करें, और इस रुह-आत्मा को भक्ति करने के लिए ही मनुष्य का शरीर मिला है, बाकी शरीरों के अंदर कर्म भोगती है या कर्म कर सकती है, लेकिन सर्वोत्तम कर्म अल्लाह-मालिक की भक्ति-इबादत है। यह मनुष्य जन्म में ही संभव है उक्त वचन डेरा सच्चा सौदा के पूजनीय गुरू संत गुरमीत राम रहीम सिंह जी इन्सां ने डेरा सच्चा सौदा में आयोजीत सत्संग के दौरान फरमाए। उन्होंने कहा कि सभी धर्मों के अंदर यह लिखा हुआ है इंसान को जब राम ने बनाया, तो सभी देवतों-फिरश्तों को उस राम-अल्लाह ने कहा, आओ इस बंदे के बुत्त को सजदा-नमस्कार करो, सभी देवी-देवताओं ने जब यह पूछा कि हे मालिक कि हम सब फिरश्ते हैं, और यह मृत्यूलोक में जाने वाला बुत्त है हम इसें क्यों सजदा करे, तो आगे से जवाब मिला इस शरीर-बुत्त के अंदर जो आत्मा रुह जाएगी अगर वो चाहेगी तो वह मृत्यूलोक में रहती हुई मेरी भक्ति-इबादत करके मेरी दया-मेहर रहमत पा सकती है जबकि यह और किसी भी जून अंदर यह संभव नहीं है। मुक्ति-मोक्ष का रास्ता सिर्फ इंसानीशरीर के अंदर ही संभव है, जब ये बात सुनी, तो एक काल-महाकाल को छोडक़र सभी देव-फिरश्तों ने सजदा-नमस्कार किया, सो इसलिए मनुष्य शरीर में सबसे पहला कार्य आवागमन-जन्म-मरण से मुक्ति पाना है। और इसके लिए सर्वोत्तम कर्म मालिक को याद करो, कलमा अता करो, वाहेगुरु को याद करो, रामनाम का जाप करो, सुमिरन करो, गॉड्स प्रेयर करो, भक्ति-इबादत करो। उन्होंने कहा कि इंसानी जिंदगी का मकसद केवल पैसा इकट्ठा करना नहीं है बल्कि इस धरती पर रहते हुए तमाम खुशियां हासिल करना और भगवान का नाम लेकर आवागमन के चक्कर से आजाद होना है। उन्होंने कहा कि ईश्वर का नाम सभी सुखों की खान है पूर्ण संत फकीर से गुरूमंत्र लेकर अगर इंसान नियमों पर रहते हुए इसका नियमित रूप से अभ्यास करे तो जीवन के तमाम सुख व शांति को प्राप्त करता हुआ मोक्ष के पद को पा जाता है। सत्संग में उपस्थित लाखों की तादाद में श्रद्धालुओं को संबोधित करते हुए संत जी ने फरमाया कि सभी धर्म आपस में प्रेम करने की ही शिक्षा देते हैं। धर्म का मतलब है धारण कर लो, धर्म इंसान को इंसान के साथ व इंसान को भगवान के साथ जोड़ता है। किसी भी धर्म में ईष्र्या नफरत के लिए कोई जगह नहीं है। लोग अपनी गर्ज व अहंकार के कारण धर्मो का दिखावा करके बुरे कार्य करते हैं ऐसे लोग घोर नर्कों के भागी बन जाते हैं। सत्संग के अंत में एक जोड़े की सादगी पूर्ण ढंग से दिलजोड़ माला पहनाकर शादी करवाई गई। हजारों की संख्या में सत्संग के उपरांत लोगों ने पूजनीय गुरू जी से गुरुमंत्र लिया और बाद में सभी साध-संगत को भोजन लंगर खिलाया गया।

Punjab govt. to build up Sr. Secondary schools in rural blocks of seven districts


Chandigarh, August 3
The Punjab Government would setup 21 English medium model senior secondary rural schools in educationally backward blocks of seven districts in the state to impart quality education to the under privileged rural students.The Education Minister Dr. Upinderjit Kaur, here today said that these 21 blocks were from Malwa region where this centrally sponsored project would be initially started. The Punjab government had framed a plan to setup three such schools in Bathinda, two in Muktsar, five in Mansa, one in Patiala, three in Sangrur, six in Ferozepur and one in Tarn Taran. "Our effort is to expand access to quality secondary education as there is a need to have schools with high standards of education for talented rural children, who may not be in a position to access quality schools in urban areas", she added.She further added that promoting affordable, modern and quality education is the need of the hour. "Moreover, education is the first step towards overall progress of a nation and good school education provides a strong base for a student in further achieving a bigger goal of higher education. Without quality school education, there can’t be quality higher studies", she stated.The level of development of a nation is directly proportional to its literacy rate. And since the formative years of the child are spent in the schools, foremost attention will be given to the quality of education. Also as universalisation of elementary education had become a Constitutional mandate, it is absolutely essential to push this vision forward to move towards universalisation of secondary education also, she said.The Minister added that the Centre would provide Rs. 3 crore to develop infrastructure in a model school in addition to Rs. 75 lakh annual fund to cover the recurring expenses. The Central government would bear 75 per cent of the recurring and non-recurring expenditure, and the remaining amount would be borne by the state. However, land for the schools would be provided by the state government.Education Minister explained that the schools with English language as medium of instruction including compulsory Punjabi, would run classes from VI to XII and would be affiliated to the Centre Board of School Education (CBSE). She clarified that a proposal in this regard had already been cleared by the Union Government and hoped that such schools would improve the standard of education in the state.In order to supervise the functioning of these schools, the Minister added that the State Government would set up District level and State level monitoring Committees. These model schools would be provided adequate infrastructure and required facilities, at least of the standard with stipulations on pupil-teacher ratio, ICT usage, congenial educational environment, appropriate curriculum and emphasis on output and outcome, she said.She emphasised that education provided in the Model school would be holistic and integral touching upon physical, emotional and aesthetic development in addition to academics. Necessary infrastructure would be provided in such schools not only for satisfying teaching needs, but for the sports, recreation and co-curricular activities also and these schools would set standards of excellence for other schools in the area.The Minister added that the schools would be setup on Kendriya Vidayalaya template and would also have board and lodging facilities for girl students. The admissions to these schools would be through a common selection test to take in 1,000 students in each unit. Dr. Upinderjit Kaur further said that another objective of these schools would be to provide a secondary school within radius of 5 KMs and a higher secondary school within a distance of 7-8 KMs of every habitation. The access to secondary education would be universalised. Not only universal enrolment, but universal retention and satisfactory quality of learning would be the priority.

CONGRESS RESPONSIBLE FOR ALL FINANCIAL ILLS OF STATE-SUKHBIR


SEEKS ALL PARTY MEETING TO RELOOK AT REVENUE SHARING FORMULA BETWEEN CENTRE AND STATES
Chandigarh, July 31
Mr. Sukhbir Singh Badal, President Shiromani Akali Dal and SAD-BJP nominee for Jalalabad Assembly by-election today blamed Congress party for all financial ills of Punjab. Mr. Badal also demanded minimum 50 percent in the taxes collected by the Centre in Punjab and suggested state specific Central schemes.
Addressing various rallies in the villages of Jalalabad constituency, Mr. Badal said that Union Government has bleeded all states by the way of taking away 70 percent of central taxes collected in that state and returning only 1.3 percent, that too as a loan. He said that SAD had been demanding review of revenue sharing formula so that states could get minimum 50 percent in the taxes collected by Centre.
Demanding to call all party meeting to reach a consensus on burning issues like sharing of revenue between states and Union government, fixing the responsibility of additional liability being incurred by the states due to revision of pay of state’s employees, transparent and wholesale price index linked formula to fix MSP of agricultural produce and fixing the responsibility of Union government to take care of extra money being spent on agricultural inputs for the crops being produced by the states for the central pool and also to have a relook at archaic formula of Union government for declaring draughts and floods, Mr. Badal said that Union government can not afford to shut its eyes on these issues disturbing all states.
Accusing Congress MPs from Punjab of ignoring the interest of the state that elected them to raise their voice in Parliament, he said that most of these MPs never bothered to enter Parliament after taking oath and not a single Congress MP bothered to raise the difficulties being faced by the farmers due to 46 percent deficient rain in Punjab, to demand industrial concessions for Punjab at par with neighboring hill states and to raise issues like ignoring Punjab peasantry in debt waiving scheme and lack of any development project for Punjab in Central budget. Congress MPs were oblivious of small and medium scale industry already reeling under worldwide recession and suffering due to unequal competition from the units in these hill states.

SUKHBIR DEMANDS ALL PARTY MEET ON USE OF EVMs IN ELECTIONS


Chandigarh, July 28
Mr. Sukhbir Singh Badal, President Shiromani Akali Dal and SAD-BJP nominee for Jalalabad Assembly by-election today demanded that Elections Commission of India should call an All Party Meet, to reach a consensus on the reliability and non-corruptibility of Electronic Voting Machines (EVMs) and their use in future elections in the Country.
Talking to media while campaigning in the villages of Jalalabad constituency, Mr. Badal said that most of the NDA partners have already expressed apprehensions on corruptibility of EVMs and it becomes the prime duty of Election Commission to either restore faith of people in the objectivity of election process or revert back to old process of ballot papers. Mr. Badal said that this relook on the corruptibility of EVMs has become much more imperative after the yesterday’s observation of Apex Court that Election Commission should review the working of EVMs.
He said that opposition parties in Tamilnadu have already threatened to boycott the election process for ensuing Vidhan Sabha polls in that state and Leader of Opposition in Lok Sabha Mr. L.K.Advani has already aired his fears about EVMs being hacked in favour of a particular candidate.
The SAD President said that former Chief Secretary of New Delhi and IIT graduate Mr. Omesh Sehgal has already written to Election Commission offering to demonstrate practically that how the software of EVMs machines could be hacked, He has also offered to prove his claim that how Trojans in the chip of the EVMs could hack its Dogla software.
Mr. Badal said that India was the largest democracy of the world with highest number of electorate using their right of franchise. He said that it was the prime duty of Election Commission to ensure that no question mark was raised on the credibility of the pious election process. He hoped that all parties including UPA constituents, realizing the importance of maintaining sacrosance of election process would make every effort to restore its credibility in the larger interest of success of democratic process in the country.

CONGRESS LEADERSHIP GONE INTO HIDING-S S BADAL

Mr. Sukhbir Singh Badal, President Shiromani Akali Dal and SAD-BJP nominee for Jalalabad Assembly by-election today said that Punjab Congress leadership accepting the total washout in by-elections have already gone into hiding, to escape blame of the defeat and helpless candidates have to fend with so called Titus and Bittus of Congress to maintain the façade of their campaign.
Addressing various rallies in Jalalabad constituency, Mr. Badal said that these so called Congress leaders instead of leading the campaign from front, have already fled the scene seeing the writing on the wall. He said that so called ‘Campaign Manager’ of Congress was missing from the scene or was finding it too humid to campaign in the dusty trails of Punjab. He said that it was surprising that so called self proclaimed 'man of masses' was indicating 'three hour upper limit' to campaign in a constituency.

Mr. Badal pointed out to the people that these leaders who can not find time to campaign before elections, how can we expect these leaders to solve their problems after elections. Mr. Badal reminded that the voters of Congress MP’s constituency were ruing the day they elected them as MP as they never bothered to visit the constituency after getting elected. He said that Congress MPs were busier in Delhi to lobby for themselves rather than to raise the problems being faced by Punjab farmers due to draught like situation in the state. He said that it was SAD-BJP MPs who were making presentations in agriculture, power and other ministries to apprise the Union Government of the gravity of the situation at ground level in Punjab. Describing Congress leaders as 'seasonal leaders', Mr. Badal said that such air-conditioned loving leaders only visit the constituency after getting weather forecast from the metrology department. He said that it was Badal family who always remains with the masses through thick and thin and constantly works for their welfare.
The SAD President said that so called Campaign Manager, Working President, so called President and probable presidential candidates of Congress party instead of campaigning for their candidates were more worried about their share in the pie and were camping in Delhi to seek loaves and party posts for themselves. Mr. Badal said that Congress has already accepted the defeat and hapless candidates were running the empty show just to justify their spending of election funds.

SUKHBIR SEEKS SPECIAL PACKAGE UNDER BADP

Mr. Sukhbir Singh Badal, President Shiromani Akali Dal and SAD-BJP nominee for Jalalabad Assembly by-election today sought special package from Union Home Ministry for launching a concerted development program in the areas in the vicinity of Indo-Pak international border in Punjab.
Speaking in various rallies at border villages of Jalalabad constituency, Mr. Badal said that even after 62 years of independence border areas of Punjab remained underdeveloped due to repeated wars with neighboring countries and farmers of border region of Punjab have bore the maximum burnt. He said that even now most of the farmers whose land falls beyond fencing can not go to their fields in the evening. He said that repeated exercises of BSF, moment of heavy machinery in the border region damage the fragile link roads in the border villages and also the crops of the farmers. He said that despite repeated demands of Punjab government, Union government was not enhancing funds for the development of border region under Border Area Development Program.
Describing Punjab as sword arm of the nation, Mr. Badal said that Punjab that suffered maximum damage during the Indo-Pak wars deserved the special industrial as well as development package especially for development of border region of Punjab. He said that Union government must sanction big public sector manufacturing units in border area of Punjab which besides providing employment to skilled youth of border region, would also restore confidence of entrepreneurs to setup industrial units in the border area of Punjab.

Demanding Industrial package at par with neighboring hill states, Mr. Badal said that Punjab’s industry that suffered maximum damage due to repeated wars and decade long militancy needed a helping hand to compete in domestic as well as export market. He hoped that Congress MPs rising above party line would raise collective voice with SAD-BJP MPs seeking special industrial as well as development package for border areas of Punjab.
Mr. Badal said that Congress has always betrayed the people of border region and it was SAD-BJP government that gave proprietary rights to the tillers during last tenure and remaining farmers would get ownership rights very soon. He said that our government has already started the massive task of computerizing revenue record and soon farmers would be able to get copy of their ‘Fard’ from nearest cyber café at the push of a button.

रेल मंत्रालय ने असंगठित क्षेत्र के कामगारों, जिनकी मासिक आमदनी 1,500 रुपये से अधिक नहीं है, उनके लिए 100 किलोमीटर तक यात्रा करने के लिए सभी शुल्कों सहित 25 रुपये मूल्य के एक समान मासिक सीजन टिकटें (एमटीएस) 01 अगस्त, 2009 से जारी करने का निर्णय लिया है। वर्ष 2009-10 का रेल बजट संसद में पेश करते हुए रेलमंत्री कुमारी ममता बनर्जी ने ‘इज्ज़त़’ नाम से मासिक सीज़न टिकट जारी करने की घोषणा की थी। इज्ज़त़ मासिक सीजन टिकटें आवदेक जिलाधीश या उनके क्षेत्र के वर्तमान सांसद या बीपीएल कार्ड या केंद्र सरकार द्वारा चलाये जा रहे ग़रीबी उन्मूलन कार्यक्रम के तहत जारी कोई अन्य प्रमाण-पत्र या राज्य सभा के वर्तमान सदस्य द्वारा जिस जिले में रहते हैं उसके निवासियों को या केंद्रीय मंत्री द्वारा भी पूरे देश में किसी भी व्यक्ति को इज्ज़त एमएसटी जारी करने के लिए मंडल रेलवे प्रबंधकों को सिफारिश की जा सकती हैं। उसके बाद मंडल रेलवे प्रबंधक संबंधित स्टेशन प्रबंधक या स्टेशन मास्टर को इस संबंध में प्राधिकृत कर सकते हैं। मंडल रेलवे प्रबंधकों को आपात परिस्थितियों में आय प्रमाण पत्र जारी करने के लिए प्राधिकृत किया जाएगा।आय प्रमाण पत्र जारी होने की तारीख से दो वर्ष की अवधि के लिए वैध होगा।

Mr. Sukhbir Singh Badal, President Shiromani Akali Dal and SAD-BJP nominee for Jalalabad Assembly by-election today challenged UPA to come clean on Rs. 2500 crore rice export to 'African countries' scam as exporting rice to non-descript countries at the highly subsidized rate of Rs. 2 per Kg. was done at the cost of crores of poor families of the country. Mr. Badal demanded a probe by a Joint Parliamentary Committee as people have no faith in CBI.

Addressing various rallies in Jalalabad constituency, Mr. Badal said that this 'Aam Aadami ki Sarkar' left no opportunity to loot the exchequer with both hands and that too shamelessly denying poor families of the country, their two square meal. He said that when Punjab launched the pro-poor Atta-Dal Scheme, UPA made mockery of this scheme describing it populist, unviable and unrealistic. What to think of coming to the aid of Punjab Government to implement this scheme, the UPA even refused to release extra grain quota to Punjab at market rate, citing shortage in the country, he added. Despite non-cooperation by UPA, SAD-BJP was successfully supplying 35 Kg. Wheat and 4 Kg. Dal at Rs. 4 & Rs. 20 per Kg. to 15 lacs families per month.
Mr. Badal said that when it came to minting money, the same UPA government blindly cleared export of non-basmati rice to imaginary poor people of African countries having five times higher per capita income from India, that too flouting the so called ban on export of rice. He said that as this was not to be exported to "described countries", the UPA government adopted 'favourite private trader' route ignoring government agencies like FCI and SCI. He said that by giving this export a facade of humanitarian grounds, the highly subsidized rice was diverted to other countries causing a loss of Rs. 2500 crores to the country. Alleging an anti-Punjab bias of UPA government, the SAD President said that when Punjab in 2008 demanded lifting ban on export of non-basmati rice and allow export of rice through road route to Pakistan & Afghanistan the Union Commerce Ministry blatantly rejected our demand. It was done deliberately because UPA wanted to divert rice procured from Punjab at low rate and make a hefty booty for Congress election funds. Denying Punjab farmers of their rightful due, the UPA has stabbed in the back of Punjab peasantry.

SUKHBIR DEMANDS SPECIAL 'PADDY QUOTA' FOR PUNJAB

Mr. Sukhbir Singh Badal, President Shiromani Akali Dal and SAD-BJP nominee for Jalalabad Assembly by-election today demanded that the Union Power Ministry should immediately sanction special annual 1000 MW 'Paddy quota' of power for Punjab. He said that this special quota of power for Punjab should be over and above central allocation to the state and Union Government should work out a plan to increase this quota to present requirement of 2700 MW power for paddy transplantation in a phased manner. Mr. Badal also demanded 25000 demonstration solar powered deep tubewell pumps, minimum two for each village, fully funded by Union Government.
Speaking at various rallies in villages Fatehgarh, Tarobari, Keerianwala, Rangeela, Chak Punna Wala, Hauz Khas, Chak Pakhi, Hauz Gandhar, Singhewala, Chak Singhewala, Chak Sotrian, Basti Jhuge Fangian of Jalalabad Constituency, Mr. Badal said that farmers of Punjab were sowing water intensive crop like paddy only to supply the produce in the Central pool and it becomes the duty of Union Government to ensure uninterrupted and free supply of power and other inputs used by farmers for transplantation of paddy crop. He said that since the coarse rice being produced by farmers was not consumed in Punjab and 100% procurement of this variety of rice was just for central pool.
Criticizing the Union Government for discontinuing subsidy on solar powered pump sets, Mr. Badal said that in the era of energy shortage it becomes the duty of Centre Government to encourage the usage of solar power. He said that in addition to 25000 demonstration pump sets, the Union environment ministry should reintroduce 70% subsidy on solar pump sets and also interest free loans for installation of these pumps, so that farmers could be encouraged to harness solar energy.
Questioning the rationale of parameters of Union Agricultural Ministry of allocating more agricultural funds to those states who have failed in agricultural production and penalizing high performing states like Punjab, Mr. Badal said that farmers of Punjab were being punished for their hard work and dedication. The SAD President said that Punjab State was being penalized for becoming granary of the country. He said that Punjab Government just to ensure that its share in Central pool does not fall, forcing the country to resort to import of grains from other country, was putting its every effort to increase agricultural production. He said that in this situation it becomes imperative for the Union Government to stand by Punjab Government and give its helping hand to the State to increase the production of rice as well as wheat.
Reiterating the commitment of Punjab Government to touch new record in paddy as well as wheat production despite drought like situation in Punjab, Mr. Badal said that in these circumstances it becomes the bounden duty of Union Government to compensate Punjab farmers for incurring more cost of on agricultural inputs, that too by raising debt from private moneylenders.

DISBAND BBMB – SUKHBIR SINGH BADAL

Mr. Sukhbir Singh Badal, President Shiromani Akali Dal and SAD nominee for Jalalabad Assembly by-election today demanded immediate disbanding of Bhakra Beas Management Board, for its failure to judiciously distribute water from Bhakra and Pong Dam reservoirs to member states of Punjab, Haryana and Rajasthan and releasing more water to Congress ruled state Rajasthan. He demanded that control of BBMB be handed over to Punjab, the parent state.
Speaking in various rallies in Jalalabad constituency, the SAD President charged Congress ruled Union Government of using every trick to rob Punjab of its legitimate share of water and pressurizing BBMB to dance to its tunes. He said that Rajasthan was released extra 2.6 lakh cusecs of water during the period May 1 to 20, 2009 from Pong Dam reservoir. He said that this extra supply of water to Rajasthan, that too during the peak summer, caused adverse effect on standing crops of Punjab, resulting in great loss to Punjab farmers. He said that depleted level of Pong reservoir was resulting in low generation of power, causing severe power shortage in Punjab.

Mr. Badal said that Punjab was already reeling under severe draught and this suffering was further compounded by low power allocation by the Union Government. He said that this deliberate act of BBMB of releasing water to congress ruled state Rajisthan, besides aggravating problem for draught hit farmers of Punjab may also even lead to unprecedented power crises even during coming winters. Mr. Badal pointed out that Congress Party since independence had done injustice to Punjab, especially in the area of water distribution amongst the states. He said that Shiromani Akali Dal had been launching sustained struggle against Congress ruled Union Government to enforce riparian principal of water distribution and this injustice of releasing extra water to Rajasthan can not be compromised at any cost.
Demanding immediate disbanding of BBMB for its failure to discharge its function judiciously, Mr. Badal said that the control of the Board be handed over to the parent state Punjab without any delay.

नई दिल्ली 25 जून, विश्व स्वास्थ्य संगठन के अनुसार अब तक 108 देशों से प्राप्त एएच1एन1 इन्पऊलूएंजा की 55867 प्रयोगशालाओं में पुष्ट संक्रमण मामलों की रिपोर्ट दी है। इन मामलों में 238 लोगों की मृत्यु हुई है।
संक्रमित देशों से यात्रियों की स्वास्थ्य संबंधी रिपोटें 22 अंतर्राष्ट्रीय हवाई अड्डों पर लगातार मिल रही हैं। 23 जून को दुनिया भर में 49,040 यात्रियों की जांच की गई जिनमें से 26,791 यात्री संक्रमित देशों से थे। हवाई अड्डों पर बनाए गए 77 काउंटरों पर 224 डॉक्टरों तथा 112 नरसों आदि की सेवायें उपलब्ध थी। कुल मिलाकर 23,31,717 यात्रियों की सेवाएं मुहैया कराई गई है। वहीं देश में बीते 24 घंटो में पांच नए मामलों की खबर मिली है। इनमें से 2 दिल्ली से, एक मदुरै से और एक हैदराबाद से और एक चंडीगढ से़ है। दिल्ली के 2 मामलों में से एक 40 साल का पुरूष है जो अमेरिका से जर्मनी होते हुए भारत आया था। दूसरा मामला उसकी 39 साल की पत्नी का है जो उसी के साथ यात्रा कर रही थी। दोनों को तीव्र ज्वर, गला खराब और बदन दर्द की शिकायत थी। समदुरै का मामला 8 साल के लड़के का है जो अमरीका से मुम्बई होते हुए 13 जून को मदुरै पहुंचा और उसे 18 जून 2009 को स्वास्थ्य सुविधा केन्द्र में भरती कराया गया था। चंडीगढ का़ मामला 19 साल के पुरूष का है जो अमरीका से 20 जून को नई दिल्ली पहुंचा और सड़क के रास्ते गुरूदासपुर गया। उसे 22 जून को तीव्र ज्वर, गला खराब, नाक बहने की शिकायत थी। वह चंडीगढ में स्वास्थ्य सुविधा केन्द्र में भरती हुआ है। हैदराबाद में 15 साल की लड़की जो हांगकांग से सिगापुर होती हुई 19 जूनको हैदराबाद पहुंची थी को 22 जून से गला खराब, नाक बहने और ज्वर की शिकायत थी। उसे इसी दिन स्वास्थ्य सुविधा केन्द्र में दाखिल कराया गया था। राजधानी दिल्ली में एक पीङत महिला की स्थिति स्थिर बनी हुई है। देश में अब तक की गई जांच के अनुसार 532 व्यक्तियों में से 73 इन्पऊलूएंजा ए एच1एन1 (स्वाइन) पॉजिटिव हैं। इनमें से 6 मामले स्वदेशी हैं जो विदेश से आए संक्रमित व्यक्तियों के सम्पर्क में आने से संक्रमित हुए हैं। बाकी के सैम्पल नॉर्मल वाइरस के मामले में `निगेटिव` पाये गए हैं। 532 में से 157 की स्क्रीनग के जरिए पहचान की गई, 21 की सम्पर्क के जरिए तथा अन्य की खुद के जरिए पहचान की गई है। 73 मामलों में से 43 को छुट्टी दे दी गई है। बाकी व्यक्तियों को `हेल्थ फेसिलिटी` में रखा गया है। वहीं स्थिति की निगरानी जारी है।

Punjab becomes the first state to install RO system

Chandigarh, June 25
Punjab becomes the first state in the Northern India, to install the Reverse Osmosis (RO) Plants to provide fresh potable water in 327 villages of Bathinda, Mansa, Faridkot, Ferozepur, Sangrur, Patiala and Tran Taran at a cost of Rs.34.82 crore. These districts had a serious threat perception to the human lives due to high degree of salinity in the ground water especially for drinking purposes. The Spokesman of the Punjab Government today said that all the schemes based upon canal water, tube well, percolation well and India Mark-II hand pumps were also being rejuvenated for improving the efficiency of filtration and quality of treated water with de-silting and repair of storage tanks, inlet channels and washing of the filter media in the existing filter beds under NERGA wherein 70% work had been completed and rest was in full swing. Replenishment of the filter media would be completed after washing of the existing filter beds under NREGA. The Water Supply & Sanitation (WSS) department had also fabricated a mobile water testing laboratory to help the department in effective surveillance of drinking water quality in the rural areas of the state. To impart training to the personnel and elected members of Panchayati Raj Institution (PRIs) under the water quality surveillance programme of the Government of India. The WSS department had organized 922 workshops, each in a cluster of five villages with participation of five persons/ PRI members from each village. As a result 4779 villages had been covered under the training programme during the year 2008-09. Each village had also been provided with a water testing kit capable of testing 100 water samples for 8 to 12 parameters i.e. pH, Alkalinity, Hardness, Chloride, TDS, Fluoride, Iron, Ammonia, Nitrate, Nitrite, Phosphate and Residual Chlorine. In addition to field test kits nearly 1 lakh H2S kits had also been distributed to different villages for testing water of different sources for bacteriological contamination. The spokesman further added that the Punjab had also achieved another record by covering 1805 villages during the year 2008-09 under 1280 Water Supply Schemes (WSS) that included 576 new water works schemes in 916 villages, augmentation of 247 existing Water works in 432 villages and 457 schemes in the same numbers of villages by installing India Mark-II Hand Pumps. The State government has been awarded ‘Nirmal Gram Purashkar’ to 22 villages from Punjab during 2008-09 under Total Sanitation Programme (TSC). The Award carries cash prize varying from Rs. 50,000 to 5 lac, depending on the population of the village. The State government with its concerted efforts succeeded in getting the reduction in the beneficiary share under World Bank’s assisted project for Punjab rural water supply and sanitation works. Now, upper ceiling of household share of capital cost had been reduced from Rs.1500/- to Rs.800/- for General category and for Rs.750/- to Rs.400/- per household in difficult area villages i.e. notified villages along with International Border, Kandi Area, Bet Area and Water logged area whereas, SC population to contribute only 50% of the prescribed amount for general category and difficult area villages. After this relaxation 424 villages had contributed beneficiary share out of which estimates of 181 villages had been approved, bids for 180 villages were invited and contracts for 62 villages had been awarded while rest of the work was in progress.Under the rejuvenation of Canal based schemes, 346 schemes were equipped with latest drinking water disinfection system i.e. Silver Ionization Plants at a cost of Rs. 6.74 crore along with the necessary repair and replacement of the machinery. As well as, the Punjab Government has chalked out a special up gradation of Water Supply and Sewerage Plan for Sri Anandpur Sahib, Talwandi Sabo and Muktsar at a cost about Rs.36.34 crore on the auspicious occasion of Gurta Gaddi Diwas celebrations of Sri Guru Granth Sahib ji. The scheme envisaged laying of water supply lines & sewerage system, construction of Over Head Service Reservoirs (OHSR), Sewerage Treatment Plants and Toilet Complexes etc. More than 50% to 70% of the works under various schemes had been completed and balance would also be completed with the schedule.

मसूरी में बजेगा रेडियो खुशी

नई दिल्ली - 23 जून, सूचना एंव प्रसारण मंत्रालय, भारत सरकार ने गुरू नानक पांचवी शताब्दी विद्यालय, मसूरी, उत्तराखंड में एक सामुदायिक रेडियो केन्द्र की स्थापना, संरक्षण और संचालन के लिए अनुमति-समझौते के अनुदान पर हस्ताक्षर कर दिया है। समझौते के अनुसार, तीन महीने के अंदर इस सामुदायिक रेडियो केन्द्र से कार्य संचालन शुरू हो जाने की आशा है। इस केन्द्र से प्रसारण कार्य शुरू हो जाने पर देश में सामुदायिक रेडियो केन्द्रों की संख्या बढक़र 47 हो जाएगी।
गुरू नानक पांचवी शताब्दी विद्यालय का कार्य संचालन गुरू नानक पांचवी शताब्दी सोसायटी के अंतर्गत होगा और यह आईएससी तथा आईसीएसई से सम्बद्ध रहेगा। इसने विकास, सांस्कतिक, स्थानीय तथा राष्ट्रीय नागरिकों और यातायात से सम्बद्ध मुद्दों, आपदाओं और अन्य महत्वपूर्ण मुद्दों पर नागरिक समाज की सेवा के उद्देश्य से सामुदायिक रेडियो केन्द्र - रेडियो खुशी की शुरूआत करने के लिए अनोखा और सर्वापयोगी कार्यक्रम तैयार किया है। इसके रेडियो कार्यक्रमों को तैयार करने में डॉक्टरों स्वास्थ्य कर्मियों की भी सेवाएं ली जाएंगी।

उत्तरी भारत जल संकट की कगार पर

चंडीगढ 23 जून मानसून में हो रही देरी और समय सहते सही जल प्रंबधन नहीं किए जाने के कारण पंजाब राजस्थान व हरियाणा में जल संकट के हालात बनने लगे है। पंजाब में स्थित भाखडा, पोंग व रणजीत सागर बांध पर पानी का स्तर चिंताजनक हद तक नीचे गिर चुका है जबकि इन्द्र देव के बादल दूर दूर तक कहीं दिखाई नहीं दे रहे। ऐसे राजस्थान ने जहां खेती के लिए पानी बंद कर केवल पीने के लिए पानी देने का फैसला कर लिया है वहीं पंजाब में भी किसानों को कम पानी मिल रहा है और सिंचाई विभाग अब इसमें और कमी करने जा रहा है। जिस कारण पंजाब का 1५ लाख और राजस्थान का ५० लाख हैक्टेयर रकबा सूखे का शिकार हा जाएगा। अगर 7 दिन और बादल न बरसे तो हालत भयानक हो सकते है क्योंकि बांधों पर केवल कुछ फूट पानी ही बचा है।

भूस्खलन संबंधी शोध, अध्ययन एवं प्रबंधन केन्द्र स्थापित करने की सरकार की योजना

सरकार भूस्खलन संबंधी समस्याओं के बारे में शोध, अध्ययन और प्रबंधन पर गंभीरता से विचार कर रही है। केन्द्रीय खान मंत्री श्री विजोय कष्ण हांडिक ने आज राष्ट्रीय आपदा प्रबंधन मार्गनिर्देश भूस्खलन एवं हिम-स्खलन राष्ट्रीय आपदा प्रबंधन प्राधिकरण के बारे में एक पुस्तक का लोकार्पण करते समय ये विचार व्यक्त किए। श्री हांडिक ने बताया कि भारत को बाढ, च़क्रवात, भूकम्प और भूस्खलन आदि जैसी दैवी आपदाओं का सामना करना पड़ता है। देश के 22 राज्यों और एक केन्द्रशासित प्रदेश को प्राय: हर वर्ष, विशेषकर वरषा त्रितु में इन समस्याओं से जूझना पड़ता है।
इस अवसर पर खान मंत्रालय सचिव, श्रीमती शान्ता शीला नैयर, राष्ट्रीय आपदा प्रबंधन प्राधिकरण के उपाध्यक्ष, सेवानिवृत्त जनरल एन.सी. विज़, राष्ट्रीय आपदा प्रबंधन प्राधिकरण के सदस्य डॉ0 मोहन कांडा, वरिष्ठ उप-महानिदेशक एवं प्रभारी, भारतीय भूगिलक सर्वेक्षण, श्री एन.के. दत्ता समेत अनेक वरिष्ठ अधिकारी मौजूद थे।

पाखुई बाघ संरक्षित क्षेत्र


पूरवोत्तर भारत में अरुणाचल प्रदेश के कामेंग जिले में पाखुई बाघ संरक्षित क्षेत्र एक सुरक्षित क्षेत्र है । यहां दूर-दूर तक हरियाली फैली है और विभिन वन्य जीव रहते हैं । इस बाघ संरक्षित क्षेत्र का मुख्यालय सीजुसा है, जो असम के साइबारी से 21 किलोमीटर की दूरी पर है । यह बाघ संरक्षित क्षेत्र पश्चिम और उत्तर में कामेंग नदी, पूर्व में पके नदी तथा दक्षिण में असम की दुर्गम सीमा से घिरी है । इसमें काफी घने वन हैं । इसमें कई तरह के पर्यावास क्षेत्र, जैसे निचले अर्द्ध सदाबहार, सदाबहार और पूव हिमालय हैं । पूव हिमालय वाले इलाके में चौडे पत्ते वाले पेड़ पाये जाते हैं । इस बाघ संरक्षित क्षेत्र से असम का नामेरी बाघ संरक्षित क्षेत्र भी लगा हुआ है ।पहले, यह पके संरक्षित क्षेत्र के नाम से जाना जाता था । इसके सीमावरॉती क्षेत्र से कामेंग और पके नदियों के बहने के कारण ही इसे सन 1966 में यह नाम दिया गया था । सन 1977 मे इसका नाम बदलकर कोमो अभयारण्य कर दिया गया । बाद में 2002 में इसे पाखुई वन्य जीव संरक्षित क्षेत्र घोषित कर दिया गया । अंतत: 18 फरवरी, 2002 को इसे भारत सरकार की प्रोजेक्ट टाइगर स्कीम के अंतर्गत ले आया गया और उसके महज पांच दिन बाद ही इसे पाखुई बाघ संरक्षित क्षेत्र नाम दिया गया।

पाखुई बाघ संरक्षित क्षेत्र में बैठा बाघचैम्पियन एवं सेठ के वरगीकरण के अनुसार इस संरक्षित क्षेत्र को निम्नलिखित भागो में बांटा गया है -असम घाटी उष्णकटिबंधीय अर्द्ध सदाबहार वनउप हिमालयी अल्प कछार अर्द्ध सदाबहार वनपूव छोटी पहाड़ी वाले वनऊपरी असम घाटी उष्णकटिबंधीय सदाबहार वनउष्णकटिबंधीय नदी क्षेत्र वनद्वितीयक नम बांस क्षेत्रइस संरक्षित क्षेत्र का निचला इलाका दलदली तथा वषाZ वाले वनों, बड़े पेड़ों जैसे हुलॉक, बोला तथा बड़े-बड़े बांसों, आकिर्ड, क्लाइम्बर्स (बेंत) आदि से ढका है । इस इलाके में बेंत की कैलामस क्रेक्टस, कैलामस टन्यूस तथा कैलामस पऊलैजेला प्रजातियां पाई जाती हैं ।यहां खासकर उपरी क्षेत्रों में बड़े-बड़े बांस मिलते हैं । अरूणाचल प्रदेश में बांस की 30 प्रजातियां पायी जाती हैं । डेंड्रोकैलामस हेमिटोकी, बंबूसा पेलिडा, स्यूडोस्टाकेम पोलीमारफिज्म बांस की महत्वपूर्ण प्रजातियां हैं । हजार से तीन हजार की ऊंचाई पर पर्णपाती एवं अर्द्ध-पणपाती वन हैं । यहां, अखरोट, बांज, चेस्टनट स्प्रूस और डोडेन्ड्रस जैसे पौधे पाये जाते हैं । 4000 मीटर की ऊंचाई पर छोटे रोडोडेन्ड्रस पाये जाते हैं तथा पांच हजार मीटर की ऊंचाई के आसपास अल्पाइन घास पायी जाती है ।आकिर्ड के वन प्रारंभिक, अछूते तथा छेडछाड़ से मुक्त है । एक बहुत बड़े वन यात्री श्रुति रवीन्द्रन लिखते हैं कि आकिर्ड में ऐसा कुछ है जो हमारे मस्तिष्क में भियोचित भाव पैदा करता है । यह हमें कस्तूरी के गंध का या गरमी में भनभनाती मधुमिक्खयों-सा भान कराता है । इसकी सुंदरता बहुविध होती है । यह हमें सनसनाती पित्तयों से घोसलें में पड़े कीड़े तक की याद दिलाता है । दुनियाभर में आकिर्ड की 35000 वन्य प्रजातियां हैं, जिनमें से 1450 प्रजातियां भारत में है । इन 1450 प्रजातियों में 900 दुरलभ एवं उत्तम प्रजातियां अरुणाचल प्रदेश, मे मेघालय, नगालैंड, मणिपुर, सिकिम तथा पश्चिम बंगाल के दार्जिलग में पायी जाती हैं। खेती योग्य बहुविध जलवायवीय अवस्थाएं, उच्च आद्रता और वरषा एवं सीमावरती चीन और बर्मा की प्रजातियों का प्रसार इस इलाके को विविध प्रकार के आकिर्ड के लिए आदर्श पर्यावास बनाते हैं । आकिर्ड जमीन पर उगते हैं । आकिर्ड दो प्रकार के होते हैं । अधिपादप यानि चट्टानों एवं पेड़ों पर उगने वाले आकिर्ड तथा मृतजीवी यानि वन अपशिष्ट पर उगने वाले आकिर्ड । भारत के दुर्लभ आकिर्ड लोस्ट लेडिज स्लीपर तथा नीले वांडा (धारीदार) पेड़ों पर उगते हैं । आकिर्ड साहित्य के अनुसार ब्रिटिश इंडियन आमÊ के एक जवान ने सबसे पहले 19वÈ सदी के अंतिम वषो में लोस्ट लेडिज स्लीपर देखा था । लाल और नीले वांडा दूसरे दुर्लभ आकिर्ड हैं जो विलुप्त होने के कगार पर हैं। डिप्लोमेरिस हिरसूट यानि बफीले आकिर्ड को पूव हिमालय में तीन दिनों की यात्रा के बाद देखा जा सकता है ।पेड़ों की प्रमुख प्रजातियों में बड़े पेड़ टर्मिनालिया मायरियोकापा (हॉलाक), ऐलांथस इजसेला (बारापेट), दुभानगगरांडिपऊलोरा (खोकान), केनेरियम रेसिनफेरम, ट्रेविया नूडिपऊलोरा, टेट्रोमिलूस नूडिमपऊलोरा, स्टेरकूलिया विल्लोसा, मैक्रोपैनेक्स डेपरमस, सिजिगियमएक्रोकारपम, गार्सिनिया, स्पेशीज, क्यूरकस लामा लियोसा आदि कई प्रकार के वृक्ष शामिल हैं ।इस संरक्षित क्षेत्र में बाघ, चीते, बादलों के रंगवाले चीते, जंगली बिल्लियां, जंगली कुत्ते, सियार, भारतीय लोमड़ियां, हमालयी काले भालू, हाथी, गौर, बिटूरोंग, सांभर, पाढा, बाकिग डीयर, स्लो लोरिस, पीले गले वाले अबाबील, मलयालन बड़ी गिलहरी, उड़ने वाली गिलहरी, गिलहरी, मुष्क बिलाव, लंगूर, रियसस मैकेक, असमी मैकेक आदि जानवर पाये जाते हैं । एक अनुसंधानकर्ता ने इस क्षेत्र में पूंछ पर छाप वाले मैकेक के पाये जाने की बात कही है ।इस संरक्षित क्षेत्र में रंग-बिरंगे पक्षी पाये जाते हैं । उनमें हार्नबिल, सफेद पंख वाले काले बतख, जंगली मुगियां, महोख, पंडुक, बसंता, गरूड, बाज आदि शामिल हैं । कुछ सरीसृप जैसे अजगर और करैत सांप भी यहां मिल जाते हैं ।
